The Anniversary International Scientific Conference "Is planning in crisis" held on 26-28 May 2005 in Svishtov, Bulgary. The report by P. Orekhovsky "Planning as a form of administrative market. Features of innovations in the Russian economy" was presented to the Conference.

The material “Budget revenues of municipalities of Taimyr autonomous okrug and methods of their equalization”, which presents the economical part of the report of the project "Technical assistance to the Taimyr autonomous okrug in reforming of interbudget connections" (executors – P. Orekhovsky, D. Slesarev), has been placed on the site. The project was conducted as a part of UK Department for International Development program of technical assistance to Russian Federation in regional finance reform.

Following articles that represent the results of the research project “The efficiency of higher education in Kaluga region: expectations and reality” have been posted on the site (unfortunately only Russian version is available):

The Laboratory together with Interregional Association of Education Monitoring and Statistics and Consultants and Public Finance Managers Guild takes part in the execution of the project “Perfection of the budget expenditures on secondary education management system (Mari-El Republic)”.

On February, 3 in the Laboratory (together with the Obninsk State Technical University for Nuclear Power Engineering) in Obninsk and on February, 5 in the Institute of Economics (of the Russian Academy of Sciences) in Moscow seminars were hold where the report by A. Ospanova “Implicit contract and reform of management in Russian regional power industry (by the example of Omsk region)” was discussed.

With the support of Russian Foundation for the Humanities and the government of Kaluga region the Laboratory conducts the research “The efficiency of higher education in Kaluga region: expectations and reality”.

By request of the company “BDO Unicon Consulting” the Laboratory conducts the project “Research of universal telecommunication service/access in Russia and elaboration of economic model for estimation of universal service/access system in Russia”.

Since summer 2003 the Laboratory of Economic Analysis (P. Orekhovsky), the Institute for Socio-Economic Analysis of Private Enterprise Development (V. Shironin), the Altai State University (V.
